The Medieval Foundation of Constitutions

All historical periods flow into each other in remorseless stream, defying and frustrating the near classification of historians. Much of the past is ever-present; which is the same thing as saying that much of what seems to be modern is really medieval. In Western Europe, the Middle Ages were  by far the most creative of all ages in the art of government; for they created the basis of modern government out primeval anarchy. The modern ages have in fact created little; but they have adapted much.
