Nothing is more puzzling about Hobbes's philosophy than the ro^le it ascribes to God. He speaks of religion much as Machiavelli did before him and Montesquieu was to after him; he speaks of it as a powerful influence on behaviour. And since he recognizes its power, he wants it controlled by the sovreign in the interests of peace. We may find this position unsatisfactory, but there is nothing about to puzzle us.
